THE PROGRAMS

Know what the certification does—and what it does not do.

A set-aside status can support eligibility for certain competitions or sole-source opportunities. It does not itself supply payroll, materials, bonding, or cash while an agency invoice moves.

01 · SBA PROGRAM

8(a) Business Development

The SBA’s 8(a) Business Development Program is designed for qualifying small businesses owned and controlled by socially and economically disadvantaged individuals. Program participation is time-limited and includes eligibility, ownership, control, good-character, and potential-for-success requirements.

8(a) contractor funding may include pre-invoice working capital for mobilization or an invoice advance after eligible billing. The funding partner will still review the award, receivable, performance, use of funds, and repayment path.

02 · PLACE-BASED

HUBZone Program

The HUBZone program supports qualifying small businesses whose principal office and a required percentage of employees meet HUBZone location rules, along with ownership and control requirements. Firms must continue to maintain eligibility after certification.

HUBZone funding should be paired with records that support both performance and program compliance. A rapid hiring plan or office move can affect more than cash flow, so coordinate operational and certification advice.

03 · VETERAN-OWNED

SDVOSB Certification

The SBA’s veteran contracting programs address qualifying veteran-owned and service-disabled veteran-owned small businesses. Ownership, control, service-disabled veteran status, size, and certification records must align with the current rules.

SDVOSB funding can help a certified contractor mobilize or bridge an eligible government receivable, but the partner decision remains separate from SBA certification and from the agency award decision.

04 · WOMEN-OWNED

WOSB and EDWOSB

The Women-Owned Small Business Federal Contract Program supports qualifying firms owned and controlled by women; economically disadvantaged WOSB status uses additional criteria. Certification and representation records must remain current.

WOSB contractor financing may support payroll, materials, bonding, or eligible invoices after an award. The certification helps define a contracting pathway; it does not replace finance-partner underwriting.
